Plus, because he's such a great jumper many people overlook the fact that he's also a great spinner and has a lovely smooth flowing style and great choreography. His parents have done a fantastic job with him, now let's hope Rafael can bring even more out of him.

Once upon a time, a lot Russians wanted him to represent Russia, but he wouldn't fit in as he is too technically perfect for their coaches. What coach can teach him better than his parents and Raf already have? He would make it so obvious that many Russian skaters have incredibly bad and cheated technique and would embarrass them all, lol.
Every coach has it's own approach, a country has nothing to do with it. I'm yet to see any constant cheating in male competition or in a team that is not Tutberidze's. It's interesting that you are pointing out his technicality ignoring the fact that his parents were taught precisely in Russia and skated together with coaches you are misrepresenting. Illya's father is also training other figure skaters but we only see huge results with his son. It's always different when you are taking care of your child and not someone else's.

Obviously they represented their country before changing to Uzbekistan as adults (close to finishing their careers as competitive skaters) while still training in Russia by Russian coaches. His mother practiced in Pervouralsk and represented Uzbekistan only for 1 year before getting injured. Father trained in Ekaterinburg since he was 4 years old, it only changed after he moved to USA. I know it doesn't makes you happy but that's the truth.
