I believe this clip to actually be from Monday 26th February 1996
Moira mentioned the Sea Empress oil spill, which did happen on the 15th Feb, but wasn't reported until halfway through the 9 O'Clock News, and this broadcast was a daytime bulletin, so the clip has to be from after that date
I found a transcript of what was discussed in Parliament re: the Scott Report, and it said at the start that the government have arranged for the Report to be debated on the 26th February
Lastly, the continuity announcer mentioned that Today's the Day would be shown later than scheduled. There are no instances of this programme being shown prior to the 26th, therefore I believe that the 26th Feb is the correct date
