The Hemispheric Security Conference (HSC) is an annual conference where experts from academia, governmental organizations, non-governmental organizations, and private sectors converge to examine the most pressing security challenges facing the Western Hemisphere.

Paul Nantulya is a Research Associate at the Africa Center for Strategic Studies and the National Defense University, specializing in Governance, mediation, peace processes, peacekeeping, and East Africa. His areas of expertise include Chinese foreign policy, China/Africa relations, African partnerships with Southeast Asian countries, mediation and peace processes, the Great Lakes region, and East and Southern Africa. Prior to joining the Africa Center, he served as a regional technical advisor on South Sudan for Catholic Relief Services (CRS) from 2009 to 2011, where he supported crisis mitigation for the Government of South Sudan including writing policy analyses for the Ministry of Peace and Comprehensive Peace Agreement Implementation.
Manabu Ohara is the Director General of the Latin America and the Caribbean Department at the Japan International Cooperation Agency (JICA).
Ms. Sylvia Cesaratto is a multi-lingual senior executive with the Canadian government with extensive overseas experience in delivering Canada's foreign policy, international business and international development priorities. She has a proven track record in leading multicultural and multi-functional teams to deliver results on behalf of stakeholders (government, business, citizens). She has led teams providing strategic advice to senior decision-makers as well as policy recommendations on advancing bilateral relations with international partners, including enhancing relations with Canada’s North American neighbours: Mexico and the United States. She has had 4 prior international assignments, with her first to South Africa following the lifting of economic sanctions. Other overseas assignments have included London, UK; Brussels, Belgium and from 2011 to 2015 as Canada’s Ambassador to Panama.
Commodore Stephen Anderson is the Deputy Director J5 for Allied Integration in US Southern Command. He joined the Royal Navy in 1998 as an aviator, with the first-stage of his career spent mainly at sea in Frigates and Destroyers. In Command, he was the Executive Officer of HMS DAUNTLESS before commanding the Type 23 Frigate HMS SUTHERLAND on sustained Towed Array Patrols in the North Atlantic during periods of resurgence in underwater activity by Russia. He has served with multiple headquarters at the tactical, operational and strategic level including the UK Maritime Battlestaff, the UK Permanent Joint Headquarters, appointed as an Officer of the most excellent Order of the British Empire (OBE) by Her Majesty the Queen in 2018, in Navy Command HQ as the desk officer for future maritime aviation, and in Ministry of Defence as a maritime lead in Crisis and Commitments.

Aaron Rosen serves as President of the World Affairs Council of Miami and Director, U.S. and Global Sales at Rescue Metal Framing. Prior to returning home to South Florida, Aaron researched international technology policy and Russian affairs with the Alfa Fellowship Program in Moscow. He previously worked as a Washington, D.C.-based specialist in U.S. foreign policy for MUFG Bank, formerly the Bank of Tokyo-Mitsubishi, and completed a graduate fellowship with the European Parliament in Brussels. He holds a dual masters concentrated on U.S. foreign policy and international history from George Washington University and the London School of Economics, and holds a bachelors in international relations and comparative politics from the University of Central Florida.
