@@RS-pq5mo Anything that poses a potential threat to the life or safety of anyone onboard, passenger or crew, is automatically at least a PAN-PAN. If this passenger was being that unruly, I'm willing to bet the flight attendants didn't feel safe being stuck with him for a couple hours; they'd have to watch their backs while trying to do their job of ensuring the safety of the cabin and its occupants, and that's no good for anyone. So they didn't have to formally declare an emergency, ATC will have done it for them the moment they reported an unruly passenger and asked to return. Still doesn't excuse asking for souls and fuel on final, though.

Background: altho it appeared to play no factor here, KMLB is somewhat notorious for having grossly overworked, and consequently seemingly-rude, tower controllers. I was there about six weeks ago and won't go back any time soon. Fortunately, it was apparently no factor here.
Facts. I train here and there's notoriously one tower controller who exists purely to ruin everyones day. I think this might be him in the video. And indeed they are overworked. Working 2 frequencies at one of the busiest Deltas in Florida, often for as long as 8 hours

I understand why the tower needs passenger count and fuel level onboard...but...they should not be asking the pilots this while they are on final.
