Hatice 4. Fatma (she appears latest and looking younger than Hurrem & Mahidevran) Ironically, the actresses real ages order are opposite.
I agree with your list I would just swap Hatice and Fatma. I think the show presents Hatice being the youngest cause in a flashback Valide travels with a young Hatice to Manisa to visit Suleiman so it's implied the other sisters have got married by this point. Although in truth I don't think the show thought through the order of the sisters until they were needed in the story so its anyone's guess.
I also believe, that Sah was only his half sister - I can't remember, what her mother's name was, but it wasn't Hafsa. And Hatice was definitely the youngest sister and closest to him, even when they were kids (as portrayed in the series, not talking about RL).
