The composers are Arthur Fields (who does vocal) and Fred Hall, and it's unmistakably the Fred Hall band. A clever interpolation of some Eastern European melodic strains!

My guess is it’s something to do with the Czechoslovak legion, at one point in the Russian civil war they controlled most of the trans Siberian railway, which extended to Vladivostok
