9fps and 17fps were so beautiful, why do people think higher frames makes higher quality it just takes more time and probably ends up looking worse if the artist isn't used to drawing 60 pictures for every one second of animation
Tbh this why frame stretching is so important and useful. Yea I could draw all 24 frames or I could draw 10-14, changes the frame length and stretch it to achieve the same desired result.

Animation doesn't need to be 60FPS, but any background panning should really be. Any element drawn on top can be anywhere from 1-24FPS and it's fine or better, depending on the animator's skill. Some movements will be better at lower framerates (small, fast objects generally) while others will be better at higher framerates (large, fast objects). Here the speed relates to the length traveled on screen as an absolute, but using a ratio works. Yes that means lower FPS on small screens can be good while on large screens it would not.
Honestly 17 frames feels like it has the best timing, the others descend either too quickly or too slowly.

Tbh this why frame stretching is so important and useful. Yea I could draw all 24 frames or I could draw 10-14, changes the frame length and stretch it to achieve the same desired result.
