My mom used to make something similar. Split the hot dogs open like you did. On a baking sheet, put a slice of cheese on a hot dog and a couple of spoons of mashed potatoes on top of each one and baked till bubbly. (No Saurakrat) she called them "Doggie Puffs". Yours looks yummy too. I'll definitely give it a try.
Looks similar to Czech Lepenice (I haven't tried it, I googled it because it seems like there's a story behind the combo of ingredients). I'll have to make your mom's version! I love mashed potatoes and used to add a lot of dairy until I tried a can of coconut milk. I'm lactose intolerant but my mom's mashed potatoes are worth the lactose tax lol. I've been really happy with the results.
