Ugh, I really wished we could've seen what Rain and Mizeri can do. Do they even have ultimate skills? Apparently Rain was rapidly improving to the point that Leon was beginning to have a hard time fighting her, quite impressive given that Rimuru wasn't sure who'd win in a fight between Leon and Diablo.
Also, isn't Velzard equal to Guy? Volume 18 stated that Velzard is over twice as powerful as Guy but Guy has the superior combat ability which is why he's able to fight her evenly, their fights always end in a draw. In volume 20, Milim turned onto her Stampede Mode (or whatever it's called) and fought Velzard, but we never saw the actual fight. Next time we hear from them they're approaching Sarion, with Feldway already taking control of her.
Rimuru listed Velgrynd as another candidate who can fight against Velzard. Given that she apparently gained combat experience with her searching for Rudra's soul throughout the multiverse I guess she got stronger.

People forgot in the comments that higher EP doesn’t mean one is stronger than someone with lower EP. Example, Shion with a higher EP than Ultima doesn’t mean she’ll beat ultima in a fight. Tanga has higher EP than Shion but do you really think Ranga can take on a Primordial?

Shion is way too low, she would kill Laplace in seconds. Her unique skill "master chef" is so OP that Ciel (who loves messing with skills) was afraid to evolve it into an ultimate skill because she could kill even Rimuru with it. Once she evolves it it (I think it's called Susanoo) she'll be trouble and probably be number 4 behind Diablo, Zegion and Benimaru and ahead of Carrera and Testarossa.
Benimaru is too low as well since he's considered top 3 of Rimuru's subordinates ahead of the demon girls (as a huge Testa fan and a fan of Carerra it pain me to say it). He's one of 5 people that can use Rimuru's nihilistic energy and only his attack with it could affect Milim and make her actually block it unlike attacks from every one else.
Milim is too low as well. She has most of Valdanava's power now, can use stardust, one of handful of people that can move in "stop time", has one of the 2 most powerful swords, has a power that gives her unlimited energy and her stampede mode is a problem.

U are overrating shion even with her skill evovle version atmost she could defeat adalman thats all and how could she kill rimuru if she cant make it up to top 3 rimuru subordinate.

Benimaru is not in a top 3 he has only handful of nihility energy because rimuru wanted to experiment it (It was enough to be used in only 1 fight)I think he and ultima will tie but carrera and testarossa can beat him if he dont ahev nihility.The only one who can use nihility enery is when rimuru allows it cause they borrow it from rimuru actually.

@cypher are you going of the web novel or light novel? I'm going of light novel as the video states. Not many people can move in suspended world(what's the difference between it and time stop?). So far 8 have been confirmed in the LN (Guy, Chloe, Rimuru, Michael, Dagrull, Veldora, Milim and Velzard). I'm guessing Velgrynd and Feldway can do it and maybe Fenn which makes for 11 total.
Saying Shion can barely beat Adalmann and that's it is really underestimating her. Her EV is 4.3 million plus another million for her sword (that about what Laplace has total). Her unique skill is one of the most powerful out there, rivaling ultimate skills. Ciel herself said she could possibly kill Rimuru with it and that's why she didn't evolve her skill or gave her an ultimate one.
Rimuru said it himself many times that Benimaru is in his top 3 most powerful subordinates so im just going of that.
I get that Laplace is strong and has a lot of experience but his skills aren't that impressive, his magicule count is under 1.5 million and he had problems fighting with Louis.
Where are you getting that Milim only has 3% of Valdanavas power? It's never been stated (in tne LN at least)exactly how much she has, but it's been stated that she got most of his power. I'm guessing it was after he nerfed himself and lost his omniscient and omnipotent powers, but he still was able to easily beat Guy in that state.

I cant explain the difference between supended world and time stop but yeah they both are 2 different thing. Moving in suspended world is not a big feat. Primordials without even being named can move in SW. Its not a big deal. When was it even stated that shion can kill rimuru.......thats not even a good joke. Ultima will play with her. Shes not even close to benimaru and primordial power.
And about milim is that yuuki had nerfed veldanava(when he died after giving birth to milim far lower when he fought guy) 50 or 60% of power.
With that power yuuki was playing with chole, adult ramiris, guy, milim,dragon sister and many more and was willing to take their combine full power blow with a smile. So its safe to say milim dont even have 3% of nerfed veldanva power when he was at his lowest.
@cypher that part about Yuuki is from tne web novel where he's the main bad guy, not the light novel where he's a side piece and probably died with Laplace (though I'm sure Fuze will bring him back somehow).
Ciel has said that Shion could possibly kill Rimuru with her skill which is why she didn't give her an ultimate skill. Ciel loves to mess with skills and giving out ultimate skills and gifts like Oprah but she deemed it too dangerous to give one to Shion. I'm not saying that she can beat Rimuru but her unique skill is really powerful.
The primordials (Diablo) couldn't move when Michael stopped time/suspended world. Diablo and Leon got cut because of it. Neither could Rimuru until Chloe kissed him and shared a skill that allowed him to move in the suspended world.
That's all in the light novels. I know there's a big difference between them and the web novel and pretty much everything you mentioned sounds like it's from the web novel.

Rimuru powers up crazy in Vol15-16. While Guy has done nothing and has no feats in the present. Spoilers below just in case:
Like he (Guy) couldn't easily subdue Velzard, while Rimuru was able to take on 2 Dragons at the same time before Evolution. Yes, Velzard is built up to be the strongest of the 3, and Guy was not fighting to kill, but this means he cannot just overpower her easily.
He says he will take care of Ivarage, but, Ivarage is being built up as the final boss and has presumably evolved too, so we really have no idea what will happen.
All his feats are in the past only: Fighting Milim and being Rudra's equal. Granted, both of these feats are nuts, but its hard to know how they measure up in the present.

manga isnt finished yet, in fact im pretty sure the manga is just only a little bit ahead of the anime. Its gonna be awhile until the manga and especially anime to catch up to LN but luckily the LN is finna end in volume 22 which is in the next couple of years until thats done. Also Rimuru hasnt surpassed prime Veldanava, theres no way he could, he only surpasses Ivarage on the list.

Shion (high endurance, high vitality, high power, a unique skill deemed to be too dangerous for its nature, and a mythical grade sword that her unique skill could be applied on. A being optimized for endurance combat. It wouldn't be a stretch for her to beat hinata)
Ranga (if it wasn't obvious that ranga's ultimate skill is an optimized version of the synthesis of US storm dragon veldora and covenant king uriel, Ranga is stronger that sylvia even though they share the same especialization. What's more, he's still growing stronger as he stays in rimuru's shadow)
Tatsuya (this man is insane. Even zalanus had to admit that. Imagine being able to dominate a true dragon and the ability to literally fire a shot that could kill majority of the tensura cast. Not to mention his pragmatist and meticulous personality which makes him a threathening oponent)
Leon (not much on leon, only that he's oddly stronger than luminous as of vol 20, especially since ciel evolved his skill. He and ruminas have the same holy attribute, but he is more specialized in combat. Ruminas' fighting style is taking the opponent's energy for herself, but it's not like she's used to fighting as a vanguard. She's more of a support)
Dino (people forget, but dino has 2 ultimate skills. First is the one from the virtue series (heavenly king astarte) which could allow him to evolve his power. The same skill he used to evolve his sloth to his second ultimate skill (king of sloth belphegor))
Zalario (this man is also comparable to a true dragon. We have diablo and guy's testimony on that)
Fenn (the man is comparable to a true dragon and stronger than dagruel(according to vol 20))
Overestimated
Jahil (man people always overestimate this guy. Sure he's powerful and has a high ev of around 19+ mil, but that's literally all he is.)
Vega (He's strong, but its stated that he has a weak character, making him dangerous but not threathening)
Dagruel (not really that far off, but he is inferior to fenn according to Diablo(or whoever said it at vol 20 meeting scene))
Chloe (chronoa is strong and all, but she's still unstable. In fact, with the information we have from her fight with michael in vol 19, michael is stronger. And as of vol 20, she's still down.)
Testarossa (carerra is unironically superior in terms of combat ability and ultima has more feats like taking on two seraphims like its child's play or taking on fenn who is stronger than dagruel. I'd place her between ultima and carrera honestly)
Rudra (he's strong, but not stronger than milim)
There's also those who we have past information on like ivarage. It was stated in vol 16 that he was around the same level as guy. We have no idea if something changed after thousand s of years though.

Shion has many hax but don't have the skill to use it properly. Also she can't beat Volume 19 Hinata who obtained ultimate skill and manage to fought Vega for a certain time.
Ranga is strong, but he can't beat Sylvia who can fight on equal footing with Leon/ Zalario.
Tatsuyas gun is insane but he lacks durability. Got beaten by Eastern Empire Arc Carrera whom just evolved recently and just recently obtained ultimate skill.
Ruminas and Leon our debatable
Dino might be higher but he has no feats in LN to back it up.
They never said Zalario is true dragon level. He is only comparable to Zess who got easily beaten by serious Carrera. He is also having a hard time dealing with Leon.
Fenn is not stronger than Dagruel, Fenn can't move in suspended world cause if he can move Ultima should have been beaten.
Jahil beat Yuuki, Laplace, Kagali, and Tear at the same time without putting much effort. Jahil is strong.
Vega is continously evolving that he is comparable to a true dragon in Volume 19. He already eaten too much.
Dagruel has suspended world and magic nullification which is very op.
Chloe became stable on Volume 20. She also easily beaten 30% Parallel Existence Michael.
How come Carrera is superior in terms of combat ability when at the time the 4 primordials quarrel, only Diablo and Testarossa are unscattered. Testarossa is the only one who manages to identify how parallel existence work when primordial fought Velgrynd. You can convince me that Carrera is stronger than Testarossa but interms of combat ability Testarossa >Carrera.

I'm skeptical on shion and hinata. Disregarding shion's future potential, her current potential is like a wild card due to the nature of her skill, and her sword is mythical which can hurt an ultimate skill wielder
For sylvia, it was mentioned in vol 20 that leon was doing the bare minimum when he was fighting sylvia. This was also proven because we know of regalia dominion's nature. In vol 20, we never really see her in full action since she was being commanded by beni and was teamed up with laplace and kaz.
I agree that tatsuya lack's durability, as most humans in the series does, but he makes up for it with his specializations and skills. Not only does he wield guns, he's also a powerful swordsman. On the otherhand, he was fighting a demon primordial who evolved and gained a ultimate skill rivaling his. It wasn't that he was weak, Carrera was just strong. Even then it was still a hard fight for Carrera.
As for ruminas and leon, I guess that's a middle ground
Dino, yes no feats and would probably not have since he's a lazy ass, but iirc it was stated that heavenly king astarte is the most powerful of the virtue series because it can force evolution. Correct me if I'm wrong.
Not true dragon but "comparable." In vol 16, he even said that things might have been dif if he and cornu were in opposite positions. Also, he didn't have a hard time dealing with leon as it was later stated that he was holding back. This was further proven when they all launched their special attacks on milim. What's more, diablo and guy agreed that he was stronger than pre-buffed feldway.
Ultima can also access suspended world. She legit was talking with rimuru and the one who connected veldora to help ruminas. And the magic nullification is a race trait, not an individual. That's why magic doesn't also work on fenn and ultima was forced to compress her nahilistic energy as it was of different nature than magic.
Like I said, jahil was powerful because of his EV, but that's all there is to it. Benimaru who had 3x less EV and 10x less WEV was able to fight him despite the fact that he cannot finish jahil off due to their similar attribute. His personality isn't as meticulous as testa, as serious as zalario, or as careful as feldway. Basically a child given a gatling gun, and I wouldn't call that strong, especially since ruminas beat him.
Vega's case is acceptable, I suppose. Tho if jahil is a chil, this man's a baby with a nuke button...
Again, magic nullification is a race trait. Idk if fenn can stop time, but there's a high chance he can move in it. Plus, if we talk about feats, fenn literally defeated dagruel.

Carrera has more skills when it comes to combat, but testarossa is superior when it comes to making sure she wins. She's cunning and meticulous, a dangerous woman according to diablo. But if they fought, I'd side with carrera's skills on this one.
This is an exceptional case. Rather than strength, it's more on nature. KoH just had the perfect counter for JKM which, do remember, was once rudra's US. It's the same case on ruminas and beni. Beni is stronger of the two, but due to the nature of power, ruminas beat jahil and beni did not.
