It's not possible any on platform actually, that's because they're not technically throwing it. They're able to "throw" it by dashing and dropping the plate/bowl which carries the momentum, and has it go further than it normally would
Dash and press the button to put down the plate to simulate a throw for things you can't throw such as plates or bowls. Don't accuse people of cheating.
