The big difference is that Carter loved America, and by all accounts was a very moral, decent man - he was just incompetent and not up for the job. Biden is a stupid, senile, mean-spirited jackass who hates America, and is doing everything he can to bring it down. And he's doing a highly competent job of that, BTW.
