I had the same encounter but with 2 guys on the Vespucci beach and they were really cool. One requested to fight me there while the second one was fighting another dude, but unfortunately that dude left and then I fought both of them. I don't know how, but I actually managed to quite beat them myself and then it ended with them texting me to stop the bloodshed. The render distance on XBOX is really dog shit when you can't see a guy down the small street, but you perfectly see him all across the beach. We need more tryharders like that.

Its to either reload quickly without the animation or he can use the marksman for small amounts of damage if they are at low health because it has a faster fire rate
Thing is, when you cheat, you never fill the skill gaps to get good...like the teleporting jet and helicopter guys that can't take that L. They fly around the sky like stealth and angle of approach is of no concern. These sorts of guys nearly always slowly escalate their mod menu usage too. BST out of org > aimbot > flicking otr and godmode on and off, when you call them, its mod kick time. Don't mind these guys that slightly buff themselves though, it's kinda like fighting a game boss.
there are many modders who have mods just for spoofers and protection against other modders. they seem like the minority but honestly, you'll never know unless you check their profile.
Two possible reasons: 1. The player is a scumbag and running BST 2. You shot a limb. Limbs cause your shots to deal 50-80% less damage, depending on where you hit. Hit the torso for full damage.
