All U.S. oil companies are private. As such, no president has any capacity to dictate to them, unfortunately because these companies also finance campaigns of the politicians. The U.S. national gas (petrol) reserve has an approximately 17 days capacity. And it will not be touched unless there's an absolute global collapse.
The average price of gas in a state like California has been around $5plush/gallon and has been so for several months.
