Genuinely confused about the Chief SohCahToa thing. Is there a backstory to this?

I believe it's a character he made up to entertain his students when he was a junior high/high school math teacher. He used to talk about his teaching days in the earlier Dice Tower years and people bring it up from time to time.

It’s an old mnemonic device for remembering trigonometry ratios.
      SOH: Sin(θ) = Opposite / Hypotenuse
      CAH: Cos(θ) = Adjacent / Hypotenuse
      TOA: Tan(θ) = Opposite / Adjacent
Like Infil mentioned, he uses it as the name of a fictional character when telling made-up-on-the-spot stories.
