Yes, but as i've experienced, eu rom is better than ID rom.

your mobile bootloader must be unlock right ?
so yes you can flash directly on note 11, but keep this in mind that after flashing , play protected issue will come for once which can be solve by watching one of my video.
by the way i found ID rom of hyperos is much faster and lag free
about flashing via mi flash tool. it is good to flash with mi flash tool and in case if you want directly by double clicking on .bat file then you can do that also, some time minor issues comes from that method

dear, your device is missing the persist.img file, it must be deleted with flashing files with wrong method, you have to take your mobile to service center
