In Spain its daily pick ups but in Sunderland it is fortnightly alternative weeks for recyclable and general rubbish so recycle could be weeks 1 & 3 then general rubbish 2 & 4 but as we all know they arent Refuse Collectors but REFUSE Collection
All these HOA communities popping up everywhere remind me of a place I once saw. It was called East Berlin the way it was rebuilt after the war.
I live in small town rural USA, trash pickup once a week, of course we can also take things to the dump which isn't far away, after hours, weekends, holidays people just toss trash over the fence.
All 50 states have laws that prohibit HOAs from demanding that non-members be forced to pay dues or fines or being forced to comply with HOA bylaws. Any attempt to do so can be considered harassment & can lead to civil & criminal charges.
Don't just throw away those HOA documents. They become evidence in your future lawsuit for harassment.
Last: A good mangler tries to find what has happened before he arrived, and acts accordingly. Since OP had decided on a reasonable course of action, the mangler should have backed him up

Yeah, how dare people expect you to do the job you're paid for, right? The entitlement over having a few twigs over size is just mind boggling.
