no spurs are not outlawed. I wear my spurs all the time. they are just part of the equipment needed to ride horses. in fact most of the time I never use my spurs and I am sure they are the same. they are used to nudge the horses in the flank to get it to go. but most of the time people like me just call the horse by name and say lets go and he goes. a well trained horse hardly ever needs a spur unless spooked or needs to go faster.
Their presence can be reassuring. Everyone can have a good time.

Geesh, the policewoman on the right is way too much weight for that poor horse. She must be 250+ lbs! Concrete is hard on their hooves.
