In the u.s, the importation of live bamboo seeds from a foreign country is illegal I think. And I've noticed when I tried my seed germination in the baggie method, all the seeds molded very quickly and idk why. Any answers help thanks 👍(update) I planted 400 moso seeds 2 weeks ago and I've got brand new moso sprouts just yesterday!

USDA has import restrictions on bamboo seeds and plants. The permit from USDA used to be for only small samples quantity. But we did have a distributor from USA that got import permits to import large quantity of bamboo seeds. You can actually try to get some bamboo seeds locally to try.
As for germination on wet tissue, most fresh seeds can have good results quickly, old seeds or low/quality seeds develop mould quickly even with treatment
