With retail stores, make sure you're regularly praising your employees and assign them tasks. I usually make them clean the store so I don't have to do it myself and restock items so I can talk to the customers. The more interactions you have with them, the more perk points you get. If you have the funds, I would also say do some advertising. There's a bug right now (shock) that keeps the advertising campaigns running long past when they're supposed to.
