Not officially but in reality Finland was only a co-belligerent. Finland never actually signed Tripartite Pact

Prior to 22th of June 1941, Finland housed german troops of 169th infantry division, german minelayers and torpedo boats. Partial mobilisation in Finland began 10th of June and total mobilisation begun 17th of June.
In the night before 22th of June finnish Vetehinen-class submarines deployed mines alongside germans. And german bomber squadron that dropped magnetic mines in USSR waters landed in Utti air base, refueled, rearmed and took off for another run. The navigator of that squadron was captain of finnish airforce Pauli Ervy.
22th of June finnish troops captured Aland islands arresting soviet diplomats. Also in the same day 2 He-115 dropped Marttin, a group of finnish spec ops to destroy gates of White Sea-Baltic Canal.
According to the laws of war Finland was obligated to expel any german military forces from their country which didn't happen. And direct help makes them a participant in the war even without official pacts with germany or declaration of a war.
