Yes that's a vfx. You can get it here ==> ruclips.net/video/36eWGvlVgdw/видео.html Starting from minute 1:20 you have a lot of glow effects (including that one). That's where I got it. Download the video, and split the clip to the effect you want, then import it and apply the best blend mode (I think "Screen" for this one) 🥂🥂🥂🥂

to be honest davinci resolve isnt that hard as you might think. same with premiere it just takes a little while to get the hang of it
