I am a scientist and I can tell you have no scientific education, no offense, but when you think of heavy metals you probably are thinking about how much would it weight if you lifted the metal... But the term "heavy metal" is not based on weight but on how toxic it is. Fluorine is a pesticide because its a neuron-toxin and whether you drink a little bit of it or a lot, it is always harmful although you might not notice the damage if is slow and just a bit at a time.
