Er. I'm pretty sure that Austria-Hungary didn't over react that much when Franz was assassinated. It turns out that the people of Austria Hungary didn't really like Franz Ferdinand all that much. Some were satisfied and even Celebrating Franz's assassination. So Austria-Hungary was basically faking out saying:
"oh n-oh dear l-looks like my leader was assassinated..we-we *snaps fingers* looks like we'll have to declare war on the ottomans. I mean it's not really gonna be a big deal it will just be a little war..."
