He didn’t go back to that timeline, he created a new one so Peggy was not married or had kids in that timeline he went back to. So in a way, it actually does make sense

It definitely felt like an answer to gauge the audience's reaction to Steve and Peggy in AE. It was not the relationship that developed over the course of three movies, such as Steve and Bucky. The over-explanation and the fact that we all expected him to say "Save Bucky" since he usually answers these questions with Bucky in mind (I am specifically thinking of that interview where he says he would marry Bucky because of their bond) are just some things that come to mind as to why his answer seems strangely out of place.

Steve might've been physically attracted to Peggy (because I refuse to belive it was love, he knew her for a couple of months only and was only attracted to her because she didn't immediately blow him off like the other girls) it was still obvious how much Peggy resembled Bucky, not only in looks but in character too. From the moment she appeared in CA:TFA all I could think about was she was a female version of Bucky, so even if Steve did love her, he basically fell in love with the female version of Bucky. All in all, everything always comes down to Bucky and Steve's feelings for him.
