When it takes 4 years for a coin to reach 90% below its ATH, that’s a sign of strength, not weakness. Most ALT coins fall to 90% of their previous ATH within the first year following the peak of the cycle. This is a sign of resounding support, not weakness! But hey, if it falls further I’ll be buying even more 😊.

So yes it does happen for Alt coins.
