The shape keys are part of the mesh, not the rig. In Blender, animations work exclusively on one object, so you can't split them across the rig and the mesh. /So if you're using the NLA editor to So if you want to combine facial animations with other rig animations, you need to have everything driven ultimately by a single object - the rig. It is also necessary when exporting for game engines.
If you're at the skin binding step, make sure that you've bound the mesh and painted he vertex weights properly. You might want to go through the video and try doing that step again.
@@kanandave-dh4js Just make sure that only the vertices that you want to move are selected and then rotate with the 3D cursor as the pivot point. Also make sure you don't have proportional editing enabled (shortcut key O). Other than that, it's hard to say without looking at your file.

Not sure I really understand the purpose of the driver bones. Why not just animate the shape key values?

What are you trying to rotate? Make sure you are in edit mode if you're only trying to rotate some vertices.
