I didn’t play with freeze. But my guess would be yes it would create a pause at the specific key frame where you applied it. So if you have a specific spot on the path where you want the animation to stop, you would have to make sure you placed a key frame there. Another unknown factor would be the length of the pause. On the Speed Ramp when you add a freeze frame it defaults to 5 seconds. However you have the ability to change that. I don’t know what will happen here.

Sadly you cannot. The anchor point is always the center of the object and cannot be changed. I've found this annoying on several occasions
