I don't think it's having a character that Koil is looking for. I wouldn't described Bass, Angel, Ripley, Mack and Rhodes as having a strong/distinct character. They have a character (everybody has a character, some are more boring but it's still a character). But there are other cops that have stronger and more unique character than those people. However the Troopers recent/potential hires, I agree. Peach, Crystal and AJ have strong/distinct characters. What Koil actually want for Troopers are cops that are approachable OR have a light-hearted vibe, while being competent at something. It's not having a (strong/distinct) character lol. That's cap on a stack fr fr. On paper, it's what Koil wants but in practice, it's definitely not.
