How can an investor be assured that manufactorers of small/modular nuclear power plants would be operating several years from completion of their project. If the manufacturer goes bankrupt where would they get technical support?

Why US still uses fossil fuel? Why they can hardly shift to the nuclear energy if that is the way forward?
