It doesn't have to be plugged in all the time, but it's tied to the vin number of the vehicle you tune. We keep mounted for the real-time diagnostics while driving.
The Powervision unit itself is just a tool to communicate with the ECU and display/record sensor readings. The trinity tune we sell does not come with launch control as it's focus is on supplying power at all throttle inputs. 2 step launch control is only important for drag racing. If that's what you do, I would recommend sending your ECU into EVO.
Is it necessary to have it mounted all the time?

Does it come with 2 step? Or launch control?
