Ningguang turned out to be 4 star because Hoyo just released a 5* Geo in Zhongli. So they decided to make Keqing the 5* instead.

Edit: by that logic, Miku shouldn’t be a five star since there’s already an electro five star in inazuma.
It was because there weren't many geo characters (noelle ninnguang albedo zhongli) it would be too much to have 3 5* and 1 4*, regarding this topic people believe keqing should have been A 4* but 1) she's electro not geo it won't solve the 4* vs 5* imbalance and 2) that would mean there won't be any electro 5*, it took a while to get A new electro so to have one element be all 4* won't be good for mihoyo

Não importa quanto tempo passe ou quantas missões novas venham, essa quest nunca deixa de me emocionar e ficar orgulhoso da evolução que o povo de Liyue passou. Os Qixing (principalmente a Ningguang) estão guiando Liyue mesmo sem terem um Arconte e continuam defendendo o Porto dos deuses malignos.
Eu amo que no Genshin até um humano é capaz de feitos incríveis (até ascender e virar um Arconte) mesmo vivendo em um planeta onde quem comanda são seres divinos. Eu torço muito pra que algum dos Arcontes (hydro, pyro ou cryo) seja um humano usuário de Visão que ascendeu, seria mt incrível.

If it was an accident, they could've changed it, they already had enough 5 stars at the beginning so made her a 4 star

as for what Arnold (MurderofBirds) as to why Ningguang is 4 star, it was a last decision made by Mihoyo back then, it was rumored that she was originally a 5 star but was changed because the starting characters lack 4 stars. to be honest, I'm not gonna lie that almost all the characters (1st gen) are all busted. As for the reason why Kazuha is not on the ship is because he was currently traveling.
