Is the supposed to represent the missing month our calendar? Since the moon apparently does 13 cycles once a year?

That's why they followed the 12 constellation pattern with Ophiuchus excluded because the sun spends the shortest time inside Ophiuchus (from November 30 to December 17), the Mesopotamians decided to omit it. Ophiuchus also only takes up nineteen degrees of the ecliptic, while the more commonly known constellations take up thirty degrees or more. So the lunar calendar is more connected with nature, and the solar calendar is more connected with our social life. If you go check the Chinese lunar calendar, it will tell you exactly when to sow and when to harvest, when the first snow will come and when the first rain in a certain season will fall. It's like a biological clock of nature.
