you can make her a fenced in cage type thing. I do beleve its called a cato, its a special big cage made with 2x4s and chicken wire, this way she can go outside and besafe
Do you think maybe Stevie is stressed because of all the other pets? When a cat is stressed they tend to not use the litter box erratically.

My cat prefers pine pellet litter (it also smells better and is less messy). You could try that for Stevie and see if she likes that.

Omg I love donating to other places than goodwill or savers too. I'd rather just GIVE the things I'm not needing anymore to someone who needs/wants them then it being sold, and at goodwill it's almost like new prices it's getting ridiculous with their pricing.

Try adding a second litter box. Some cats don’t like to pee and poop in the same box 🤷♀️
It could be that there is a cat hanging out in your yard that is causing Stevie to mark her territory, by going outside the litter box. The resolution is usually to add additional litter boxes in different areas of the house. But with dogs that would mean having it so that the dogs can't get to it but the cat can. Hope this helps.

Our indoor outdoor pets have apple airtags in their collars in case they get out of sight I can pull it up and see where they are
Maybe a litter testing trial? Setup a few different boxes with different litter and see which she gravitates towards. Could be a helpful video too, for other cat parents going thru a similar issue?
