Here is the breakdown and connection of the essential details is short:
    1) The Jews were given the mitzvah of the Pascal offering in Egypt and fulfilled it.
    a. The command of the Pascal offering is given for future generations starting when the Nation of Israel enters.
The land of Israel. (there is no command for this offering in the desert.
    b. The Sin of the Golden Calf happens, and the Jews remain in the desert until the next year begins in Nisan.
(Year 2). With no command to do the the Pascal offering, God gives a 1 time command to do it that year.
** Had the Jews not sinned with the Golden Calf they would have already been in Israel long before the second
year, and there would never have been a Pascal offering in the desert. The new plan was to enter Israel at the
end of the second year, before the next Nisan, and the third Pascal offering would have been in Israel.
    c. Because of the Sin of the Spies at the end of the second year it was decreed that the Jews remain in the
desert for forty years - causing a delay of 38 years until the Pascal offering could be offered in Israel. This
video explains that had the Jews come forward and asked to do the Pascal offering God would have said yes,
and this story would have been the first story of the book of Bamidbar.
    I hope this helps.

It's still unclear what the Pascal offering has to do with the sin of the spies.
