There are hundreds waiting to be bosses and if fight goes on for years then cartels will be able to buy out SF members. Remember cartels are rich org, richer than DEA+FBI budget. They can afford to buy few SF members and more. Also, you cannot win against cartel till US take care of addiction issues in homeland.
You seem to have a somewhat limited knowledge of the vast breadth of special operations forces at the USA's disposal. The people we would send wouldn't be there to act as soldiers, but rather as spies and saboteurs.
