Report: On 9/1/2024, at approximately 10:03 am, ASP dispatch broadcasted a call for a gray Chevrolet Traverse traveling northbound on Interstate 530 around the 3-mile marker. A witness stated that the driver (Anthony Foreman) of the Traverse was waving a black and red handgun out of the window. I was on the shoulder of Interstate 30 East at Roosevelt. As the Traverse approached, I visually observed it speeding above the posted speed limit and confirmed its speed with my front radar (65/50 MPH zone). I initiated a traffic stop on the Traverse as it exited Interstate 30 East at 9th Street at approximately 10:05 am. Foreman pulled into a vacant parking lot at 823 E Ninth St. I exited my unit and informed Foreman the reason for the stop. Foreman was compliant until I went to his side of the vehicle to have him exit. Foreman then fled by vehicle from the traffic stop at approximately 10:09 am. Foreman exceeded the posted speed limit (25 MPH) for the duration of the pursuit as he recklessly drove through residential areas, turning from one city street to another and disregarding stop signs. Foreman came to a stop between 1001-1049 E 11th St, exited his vehicle and fled on foot. Foreman was located in the backyard of 1220 Hanger St where Trooper Bratton utilized his taser to affect the arrest (202416391ASP). No handgun was found in the Traverse, Foreman's footpath of travel, or on his person when he was placed into custody. A scale containing marijuana residue was found under his floor mat. Foreman stated that he never had a handgun and only held his phone out of the window when the vehicle would not stop tailgating him. He also stated that he fled because he thought he had a warrant for a drug arrest that happened on May 9, 2024. Foreman's 15-year-old sister accompanied him while he fled as he was supposed to be taking her to get her nails done. Foreman was charged with the following: 5-54-125(c): FLEEING - ON FOOT 27-50-308(b)(1)(B) 1ST: RECKLESS DRIVING - 1ST 5-54-125(d)(2) 2023: FLEEING - VEHICLE OR CONVEYANCE - EXCEEDING THE SPEED LIMIT 5-27-205: ENDANGERING THE WELFARE OF A MINOR - 1ST DEGREE (FELONY) 27-22-104: NO LIABILITY INSURANCE 27-51-201: SPEEDING - 1 TO 15 MPH OVER LIMIT 27-37-702: NO SEATBELT 27-51-601(d): FAIL TO OBEY STOP SIGN 5-64-443(a)(1): POSSESS DRUG PARAPHERNALIA
