I learned that you should email that stat and tell them you are not in USA and ask them what to use or how to proceed and they will tell you what to do.
Hi, Glad usually the employer and also based on the eligibility. Currently there are some changes in guidelines; there are school staff positions that are no longer qualified for J1 so there is no way but to go to H1-B visa.

For some states they hire CTE teachers based on corporate experiences example CTE in Business and CTE in Emerging technologies
