It happened because the load was too heavy to begin with, which makes the door seal get pretty close to the drum. When it started spinning, the balloons got closer to the edge of the drum (or perhaps the water inside them) and thus the drum started rubbing the seal, simple as that.
I guess at 4:07 there was pretty unbalanced spin due to that the drum could have bent or it could have misplaced from it's bearing. Try hitting drum back into it's bearing. Maybe due to the vibration the drum could have misaligned from it's bearing. Just try rotating the drum after removing the belt so that we could check if there is any movement (play in the drum, eg. A bad bearing in a drum would cause play in the drum) if that is the case then u should definitely change the bearings. Or could try removing the door seal and reinserting it. Maybe it could be just the door seal got under the drum's edge
