Because at that time the real Tsukuyomi (susabi) wasn't born yet, so Amaterasu put him into that position because Takamagahara need a god of Prophecy, while The god of lies have an empty divinity, Amaterasu put the ability of true Tsukuyomi into him and give him a responsibility to wait for the real one to born and then raise the real Tsukuyomi (suasbi)
