I was there the end of April last year and went to the same fair at the legion. We froze as well.
I think it stays cold there pretty much all the time.
Please be aware the bottom of charlotte st is under construction! Don't know why we do this during cruise ship season! I agree there isn't too much to see in Sydney. As for cool things go to Fired Creations, on townsend st, really cool Cafe.
