Genuine question: Why are Pels in the Play-In but the Suns are not, even though they have the same record AND Pels have 1 extra win against same conference opponents?

The Suns played the Pels 3 times this year and the Suns won 2 of the times. So head to head record wise, the Suns have the advantage and therefore get the tiebreaker
