Sir you are great man. I can understand executive branch can hire consultants etc. the reason executive branch is toothless is because
Other than giving orders vast majority of executive branch is SKILL-LESS people and only Peons are left to execute ORDERS.
Reason Canada, Australia even Middle East etc have great executive branch is because they are skilled and hire skilled labour like me. Every govt process is computer system controlled and audited by top brass.
This absence of automation and relying of Parchi system is what gives powers to Establishment and it intentionally makes the process people dependent rather that computer system dependent to keep it relevant. Which is short sightedness.
Again you are an anomaly in this molasses system of Pakistan. You are NEO of Matrix in this swamp of un-skilled and blood sucking trojans. Since vast majority of BABUz comes from underprivileged house holds and this is one chance to make it big so we see last many years of decline to attract talent in this system. Mostly doer’s are looked down upon and Babu who only gives orders and signs on 20 files on his table INBOX makes money.
Only answer to this issue and answer we find here in Canada is thinking of a solution in terms of system which will remove humans out of this. Provide population with ability to do this administration and only have auditors checking the population inputs.
