Yes, absolutely correct, in 1990 came the 30% reservation to women in LB elections . But in India democracy really flourished because of regular LB elections and decentralization of financial power ! Late PM Rajiv Gandhi was a staunch advocate of distributing financial powers to the Local Bodies. During his regime all the Gram Panchayats and municipal councils got funds directly from Delhi through District Collector's for construction/ repair of school buildings and creation of Nehru Youth Centers ! A massive investment indeed in democracy

While Ahmad reached the conclusion that local government is the solution to most of Pakistan's problems by thinking about urban planning issues, I reached this conclusion by studying Anarchist theories. This whole conservation makes a great case in favor of Anarchist ideas. Thank you Shehzad and TPE for starting these brilliant conversations. More power to you!

Wrong analysis and here is why. Democracy works only when top Politician/Political party has absolute power and can make independent decision. This power will trickle down to local government. In addition Press and government institutions (Law and order/courts, government institutions) needs to function per constitution. This will insure relatively fair election and top politicians has to function to please voters. In India Modi has absolute power however he still needs to win election and please people
