In the early game, I prioritize basic dmg/pve dmg to help me grind and finish MQ. Don't ignore Basic Dmg you will have a hard time grinding.

Currently, my WP lvl is 21 and this is what I use.
-Wave of Inspiration: Skill Traits 8
-Rejuvenation Spell: Increase healing/Dealt DMG Red 10%
-Recover: Party Heal
-Glorification: Increase Regen 15

Zup, Here is what I can suggest with your 18 skill traits:
Recover = 5 skill traits
Rejuvenation spell = 5 skill traits
Wave of Inspiration = 8 skill traits
