It's actually a genius idea a wall. Those tunnels are being used without a wall, but why bother if there is no wall? Well because they are for low-key drug smuggling/ drug smugglers that do not want to be seen coming in/out. Not smuggling people that would cause groups and irregular traffic drawing attention since it would be used way more. Plus the cartel already got the poor people's money and don't give a crap if they think they will get caught. They will ditch a family, children and all, in the desert even if they raped their momma and took thousands of pesos from the family as payment.
They will be forced to use the tunnels to keep profiting off of poor Mexicans and get the tunnels discovered far easier than now. Either that or not use poor people that want to immigrate for profit. They are really tricking Mexicans because they aren't doing it for free, they pay money to be brought here. Thousands of pesos that could have gone to the legitimate immigration system and they would be free and proud of it. Even if it is more expensive, they already shown they can save by getting tricked out of their hard earned saved money for something not legitimate and will get them kicked out and/or dead in a desert.
