HELP! My Website Was Deindexed by Google after a Manual Action for Thin Content

In this video - we briefly touch on Google deindexing websites which have a manual action for thin content - this is the COMPLETE deindexation of a website (affects all pages).
Google seems to be taking a more aggressive stance on "thin content" - especially for location based websites that create hundreds/thousands of micro location pages.

Do you think this site-wide manual action results from the location pages content being the majority of the site content or pages, or do you see this occurring on sites where they are in the vast minority as well?
