The noise of your 250watt motor is ridiculous.. The motor on these even flat out are extremely quiet. So I would say your motor is faulty..

I have 3 DYU D1 purchased in 2016 with no pedals only twist throttle. My ebike is silent and surprised the noise of this ebike. Strange!
