There was a editing mistake so I had to out out the video again
I tried this for a hole day, outside of a mission, and I got there at the end. The timing has to be perfect and your controller inputs too.

Huh. I climbed it within 3 minutes without a walkthrough (one of the first things I tried was manual jumping on the balcony to get up to the wooden beam, which worked.).

17 years ago dammit. also if you are on pc use the definitive mod for AC1 it's a bit hard to use it but it's a lot of fun
