Because they were all against him. When they did the ballot, a circle represented the honourable choice, to deceive the creature, and likely die in the process, but save Phaiden Island. Anyone who voted X had made the selfish decision to assist the creature, and spare their own life. A secret ballot made sure none of the crew knew how the other had voted. Torrin sacrificing the two brothers, then proclaiming unity, deceived the rest of the crew into thinking he was on their side, and it bought Torrin time. Everything Torrin did after the vote was designed to buy time. Time to get away from Phaiden Island, time to prevent the crew from gutting him in his sleep. Time to work out who the ringleaders were in the crew, and take them out. Torrin had no grand plan to kill the creature, but knew once the vote was cast, that the crew would ultimately betray him, and so were expendable in order to feed the creature, and delay the inevitable.
I believe he sacrificed them due to their choice of practically sacrificing an island of people, rather than saving them. Of course in the end, he had to save his own skin but at least he killed the thing.
the surviving crew were cowards, they were willing to kill the people of phaiden island in exchange for them living (It wouldn't have done anything, the thanapod would have killed them the moment they arrived.)
Considering what it did to a seasoned crew? It could demolish a colony of civilians, and slink back into the shallows/wilderness where it wouldnt be found. It wouldnt be an instant massacre of the entire populace, but the island would be doomed regardless.
Even if it wouldn't kill the whole colony, a lot of people would die before it was stopped. Anything short of blowing up the Thanapod in a big fireball explosion won't take it down. Guns, blades, and all other weapons a colony of probably fishermen and foresters might have wouldn't even scratch the thing.
There are key points here: 1. Why is the first man killed for? 2. If Torrin is that good, why didn't he set the ship on fire earlier without killing people? unless the lifeboat is for one person only, then, he's wicked 3. Why did they accepted Torrin alone to count the votes and to tell the result and based on which he killed 2 men. It's suspicious. 4. They're all under great fear. So, being selfish in this extraordinary disaster is somehow understood, but killing those selfish people is not.

They're not going to question the man with the gun. 4. If he's was selfish then he would not have cared about the people on the island the way the rest of the crew did not. The vote count confirmed to him that his entire crew would sacrifice an entire island if it meant saving themselves. He knew he alone would be the only one up to the task of killing the Thanapod or ferrying it as far away from civilization. I'd actually call him quite selfless.

So in a way it was payback, they had nothing else to feed the beast and I'm sure the others saw him as a physical threat as well. I'm sure no one was going to question Torrin with the gun because they themselves were all cowards and probably thought they could take Torrin much easier but they didn't count on his intellect. I'm sure Torrin knew the rest would try to kill him so he made what could necessary evil choice. He was determined to save the people of Phaeden Island where as his crew were the true cowards. He held the vote as a way of weeding out the cowards amongst them. Once it became clear that they would all be against his decision he had to start whittling the crew down little by little. He may have killed his own crewmen but he saved an entire island in doing so. Once again, a necessary evil.
