This was literally made in 3-D modeling program, irregardless of whether or not it is in 2D on your screen. They can market it as 3-D, or 4-D, it literally exist in that medium. So artist had to sculpt those parts you see in the video using 3 dimensions. Then an animator added a 4th dimension. And then it got squashed down to 2-D + time dimension for your viewing pleasure.
